Sebenarnya Syarat 10 tahun ini tidak dicantumkan dalam UU Desa namun di PERDA. Akan tetapi ini sangat berpengaruh pada regenerasi Kepemimpinan Desa yang dimana politik nepotisme dan kekuasaan akan snagat sulit dihindari sebab tidak demokratis terhalang oleh aturan dimana kita harus masuk kesistem selama 10 tahun yang dimana orang-orang hebat yang melanjutkan studinya tidak mempunyai waktu untuk itu namun ketika kembali ke desa, desa tersebut sulit dimasuki sebab penuh dgn nepotisme.. mencalonkan kepala desa untuk merubahpun terhalang PERDA.
