Dilihat dari sisi pola pelaksanaan, pelayanan publik yang sedang dijalankan di Indonesia saat ini memiliki berbagai kelemahan diantaranya kurang responsif, kurang informatif, kurang accessible, kurang koordinasi, bikrokratis, kurang mau mendengar keluhan/saran/aspirasi masyarakat, dan inefisiensi.
